Minutes of the January 15, 2004 meeting were recommended for approval.  A motion for approval was made by Phillip Gardner; seconded by Patrick Mapes; motion passed 16-0.

 

2003-04 BASEBALL TOURNAMENT SERIES

Associate Commissioner Craft reported on the general format, sites and other preliminary plans for the 2003-04 Baseball Tournament Series.  Listed below are the proposed sites:

 

Sectionals  

Sectional tournament play must begin on Memorial Day, Monday, May 31, 2004.  It is strongly recommended that the sectional championship be completed prior to Saturday, June 5, 2004.

Assistant Commissioner Cox reported on the status of the girl’s pole vault, which will become a scored event in 2004-05.  A motion to approve the recommendations for the 2003-04 Track & Field Tournament Series was made by Roger Weaver; seconded by Linda Barnett; motion passed 16-0.

 

2003-04 BOYS GOLF TOURNAMENT SERIES

Assistant Commissioner Cox reported on the general format, sites and other preliminary plans for the 2003-04 Boys Golf Tournament Series.  This report recommended the following host site change:

Assistant Commissioner Wynns reported that the staff will be considering a re-alignment of the girls tennis tournament series for 2004-05.

2003-04 SOFTBALL TOURNAMENT SERIES

Assistant Commissioner Searcy reported on the general format, sites and other preliminary plans for the 2003-04 Softball Tournament Series.  Softball is moving to a four class alignment for 2003-04.  As a result, to insure four team sectionals, the alignment of eight sectional sites will be different than volleyball and basketball.  At the state level, semi-final competition will take place at four sites – Ben Davis High School, Hamilton Southeastern High School, North Central High School, and Pike High School, on Friday, June 11, 2004.  The state finals will be hosted by Carmel High School, and held on Saturday, June 12, at the Cherry Tree Complex.   The following recommendations were made for host sites:

APPROVE THE LAVERN GIBSON COURSE FOR CROSS COUNTRY STATE CHAMPIONSHIPS

Commissioner Ress presented a proposal to move the IHSAA Cross Country State Championships to the Lavern Gibson Course in Terre Haute.  Commissioner Ress and Associate Commissioner Craft recently met with course administrators, schools, and city officials, to work out the details for hosting the IHSAA State Cross Country Championships in 2004-05.  A motion to approve the recommendation was made by Michael Powell; seconded by Geoff Penrod; motion approved 16-0.

 

NATIONAL FEDERATION LEGAL SEMINAR

Approval was requested for Commissioner Ress and IHSAA Attorney Robert Baker to attend the legal seminar sponsored by the National Federation on April 16-17, 2004.  This seminar will be conducted in Indianapolis.  A motion to approve the IHSAA’s participation in the NFHS’s legal seminar was made by Jim Feist; seconded by Phillip Gardner; motion passed 16-0.

 

APPROVAL FOR EXECUTIVE STAFF AND BOARD MEMBERS TO ATTEND NFHS ANNUAL SUMMER CONFERENCE

Commissioner Ress requested permission for the executive staff and the Board of Directors to attend the annual meeting of the National Federation of State High School Associations, July 1-5, 2004.  A motion to approve this request was made by Roy Simpson; seconded by Lee Lonzo; motion passed 16-0.

 

VOLLEYBALL COACHES PROPOSALS

Gail Gripe of Lafayette Jefferson High School appeared before the Executive Committee to present the following proposal on behalf of the Indiana Coaches of Girls Sports Association Volleyball Committee:

1.       On an experimental basis, schools should be allowed to use Libero (designated defensive player).

2.       The current warm-up formats for Varsity, JV, and Freshman matches should be retained.

3.       The format for regular season tournaments should be standardized.

4.       Non-deciding match games should consist of 25 points.

5.       Teams should be allowed to practice at sectional and regional sites.

 

FOOTBALL COACHES PROPOSALS

Dave Land, the Indiana Football Coaches Association Secretary, and Kirk Sorg of South Adams High School appeared before the Executive Committee to present concerns of high school football coaches.

 

WIBC AND IHSAA RADIO NETWORK REPORT

Commissioner Ress reported on the status of negotiations with WIBC with regard to the 2004-05 contract with the IHSAA Radio Network.

SPORTSMANSHIP

Assistant Commissioner Wynns reported on the unsportsmanlike conduct reports that the Association has received as of February 20, 2004.  A total of 266 unsportsmanlike reports have been filed for the winter season, which is improved over last year at this time.  Assistant Commissioner Wynns also reported that the IHSAA has entered into a partnership with the NCAA Ambassadors Program.  Student athletes entering grades 10, 11, or 12 will be given leadership training in order to educate elementary aged students about the importance of citizenship and sportsmanship.  Training sessions will be taking place in area high schools this spring, and will focus on the RICHER principals: Respect, Integrity, Caring, Harmony, Excellence, and Responsibility.   

 

LITIGATION REPORT

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

DISTRICT II MEDIA AWARD

Scott Gregg, who has worn any number of hats in the Indianapolis area school systems, has been selected as the 2003-04 recipient of the District II IHSAA Distinguished Media Service Award.  Scott is a graduate of Indiana University, with a Masters Degree in Radio/Television.  He began his teaching career at Carmel High School in 1970, moving into the commercial radio field for two years with WCBK in Martinsville.  He returned to Carmel in 1982, where he was the Department Chairman and manager of the school radio station, WHJE, as well as the school’s cable television facilities, until his retirement in 2003.  He has retained his position as Sports Information Director for the Metropolitan Interscholastic Conference, where he compiles weekly conference statistics, composes a weekly newsletter, publishes conference, individual and team achievements, serves as a liaison to media for conference tournaments and compiles and publishes the conference yearbook and record book.  Over the years, Scott has also served as the public address announcer for many IHSAA events, including football, volleyball, track & field, basketball and softball.  Scott was honored on Friday, February 6, 2004 in a special ceremony at half-time of the Carmel vs. Lawrence North boys’ basketball game, to be played at Carmel High School. 

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

Bethany Christian High School

Commissioner Ress reported the following action as a result of a violation of Rule 102-3c (Girls basketball player participated in 6 quarters in one session).

1.       The Bethany Christian High School girls basketball program is issued a warning. 

2.       Coach Tim Barwick is reprimanded for causing this violation to occur.

Gary Mann High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1d (Gary Mann student competed on the Gary West Side Boys swim team).

1.   The Gary Mann High School boys swimming program is issued a warning. 

2.   The student athlete is suspended from further participation at Gary West Side High School.

3.   In the event that this or any other individual student practices with a team from another school, a letter as outlined in Rule 15-1.1d(1) must be on file in the principal’s office at both schools. 

 

Gary West Side High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1d (Gary Mann student competed on the Gary West Side Boys swim team).

1.   The Gary West Side High School boys swimming program is issued a warning. 

2.   The student athlete is suspended from further participation at Gary West Side High School.

3.   In the event that this or any other individual student practices with your school’s swimming team/s, a letter as outlined in Rule 15-1.1d(1) must be on file in the principal’s office at both schools.

4.   Scores of the meets in which this student athlete participated must be recalculated with the points he earned being forfeited.

 

Gary West Side High School

Commissioner Ress reported the following action as a result of a violation of Rule 14-1 (Illegal wrestling scrimmage held without a licensed official).

1.       The Gary West Side High School wrestling program is issued a warning.

2.       Coach Eugene Johnson is reprimanded for allowing these violations of the IHSAA By-Laws to occur. 

3.       Since no weigh-in by a licensed official was conducted, neither the weigh-in nor the results of the meet may count for seeding purposes.

 

Greencastle High School

Commissioner Ress reported the following action as a result of a violation of Rule 3-9.4 (Two wrestlers competed in tournament in a weight class in which they weren’t entered - PROBATION).

1.       The Greencastle High School wrestling program is placed on probation through February 21, 2005. 

2.       The IHSAA accepts and supports the suspension of Coach Russ Hesler from coaching during the individual state wrestling tournament as an appropriate response to this violation.

3.       Greencastle High School shall pay a $200 fee to enter the student’s names into the appropriate weight class on the official entry form.  

4.       In response to the actions taken by Greencastle High School and because the student athletes appear to be the victim of circumstances, the Commissioner’s office will allow the student athletes to participate in the individual state wrestling tournament under the hardship eligibility provided in Rule 16 of the IHSAA By-Laws.

5.       It is a requirement that the line-up of wrestlers submitted at the sectional seeding meeting be compared with that school’s sectional entry lists in order to prevent this type of violation from occurring.

6.       The administration of Greencastle High School is commended for its handling of this matter.

 

Hammond High School

Commissioner Ress reported the following action as a result of a violation of Rule 14-1 (Illegal wrestling scrimmage held without a licensed official).

1.   The Hammond High School wrestling program is issued a warning.

2.   Coach Kevin English is reprimanded for causing these violations of the IHSAA By-Laws to occur. 

3.   Since no weigh-in by a licensed official was conducted, neither the weigh-in nor the results of the meet may count for seeding purposes.

4.   The administration of Hammond High School is commended for its handling of this matter.

 

Indianapolis Chatard High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-18.3 (Wrestling coach videotaped match between two future opponents).

1.   The Indianapolis Chatard High School wrestling program is issued a warning.

2.   Coaches Thomas Collins and Jim Norton are reprimanded for allowing this violation to occur. 

3.   The administration of Indianapolis Chatard High School is commended for its reporting and handling of this matter.

 

McCutcheon High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (Gymnastics coach conducted Sunday workout with selected gymnasts).

1.   The McCutcheon High School gymnastics program is issued a warning. 

2.   Gymnastics Coach Mirian Farrell is reprimanded for having a Sunday workout session for selected gymnasts in violation of Rule 9-13.  Ignorance of the rules is an unacceptable excuse for a rules violation.

3.   The action taken by McCutcheon High School in response to this violation is accepted by the IHSAA.

4.   The administration of McCutcheon High School is commended for its reporting and handling of this matter.

 

Michigan City High School

Commissioner Ress reported the following action as a result of a violation of Rule 60-2 (Exceeded maximum number of wrestling competitions - PROBATION).

1.   The Michigan City High School wrestling program is placed on probation through the 2004-05 wrestling season.  Probation is a more severe type of warning. 

2.   For the 2004-05 wrestling season, Michigan City High School will be limited to fourteen dual meets and one tournament.  Additional tournaments may be scheduled provided each counts as two dual meets.  This is a reduction of two dual meets.

3.   Due to their participation in several reserve meets in addition to the full varsity schedule, the three student athletes are ineligible to compete in the 2003-04 Wrestling Tournament Series prior to the semi-state level of the team tournament.

4.   Both the wrestling coaches and athletic office personnel are directed to be more attentive of the wrestling schedule and the number of events in which athletes are participating in order to prevent future, similar incidents from occurring.

5.   The administration is commended for its prompt reporting and handling of this matter.

 

North Central (Farmersburg) High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (Sunday workout for selected baseball players).

1.   The North Central High School baseball program is issued a warning.  This warning is official notice that an unsportsmanlike act has occurred, is a matter of record, and shall not be repeated.

2.   Coach Rob Hester is reprimanded for causing this violation of Rule 9-13 to occur. 

3.   The administration of North Central High School is commended for its prompt reporting and handling of this matter.

 

South Bend St. Joseph’s High School

Commissioner Ress reported the following action as a result of a violation of Rule 20 (Illegal contact with a girls basketball player in a non-feeder school - PROBATION).

1.   The South Bend St. Joseph’s High School girls’ basketball program is placed on probation through January 30, 2005.  Probation is a severe type of warning. 

2.   Coach Mike Megyese is severely reprimanded for causing this violation to occur and for involving the student athletes on the girls’ basketball squad in this violation.

3.   South Bend St. Joseph’s High School is directed to report any future contact with the student athlete.  Should the student athlete enroll at St. Joseph’s at some future date, the IHSAA should be informed so that her athletic eligibility can be determined.

4.   It is strongly recommended that the administration at South Bend St. Joseph’s High School conduct staff development sessions for the entire coaching staff to ensure there is a thorough understanding of the IHSAA By-Laws and a dedication to upholding them.

5.   The administration must remain diligent in its supervision of the athletic programs in order to preclude future, similar incidents, which could result in a more severe penalty.

 

West Washington High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-18.3 (Assistant boys basketball coach videotaped future opponent).

1.   The West Washington High School boys’ basketball program is issued a warning. 

2.   Assistant Coach Dave Huffman is reprimanded for causing this violation to occur. 

3.   The administration of West Washington High School is commended for its reporting and handling of this matter.
